Default Is it just the blown turbos?

Hi everyone,
I was wondering is anyone might help me decide if some blown turbos are my only problem. I own a 2000 S80 T6 and a few weeks ago the turbos started making a louder than normal whining sound. I brought it to a Volvo specialist and he said that both turbos were passing oil and on their way out. I brought my car up to school the next day making sure to keep the oil level up and let the car idle for a minute before shutting down as usual. It was about a 6 hour drive and in the last hour I noticed a decrease in power. There is also occasional puffs of blue smoke out the exhaust. The yesterday when I started my car it would not go above ~1500 rpm and 20 mph. I can also feel the engine making some weird noises and shaking in short spasms. I was wondering if this was just the turbos finally seizing up or something more. Would the turbos be responsible for its inability to climb over 1500 rpm. Thanks.

The turbo's will not stop it from going over 1300 RPM. It will just accelerate slow as H***.

maybe try a compression check too if its not too much of a hassle by your mechanic. what color is the smoke? oil burns a dark color smoke and if youre burning coolant its more of a white color ( blown head gasket) and the compression check can verify it.

usually puffs of blue smoke is either a valve seal or piston rings. cuz oil is getting into your cumbustion chamber from one of those two areas.
