Default Overheating S80

hi, i have a 2008 s80 2.5t 109000 km, the problem is that the cooling fan is not turn the high speed randomly, if you drive the car the slow speed kicks in at 99°(210 F) and stops at 97°(207 F). most of the time the high speed kicks in at 106°(222 F, outside 18°) but also i have seem kick in as low as 104°(220 F, outside 24°). but the last time the car reached 108°(226) and the fan did not kick in at high speed it was only in the low speed so i turned off the car, and then back on and imminently the car kicks in the high speed drooped the temperature 97° (207 F). the main problem is that this car does not have a temperature gauge so i have been using obd2 connected to my phone to check the temperature so i always need to have the phone connected and hooping that this time does not overheats. i already change the temperature sensor, the thermostat, what could be the problem
