SRS code and told by the dealer i need new seat belts

My wife took the car to the dealer it has not been in a wreck we got the srs service code. They did a lot of test and told her that she needed both front seat belts replaced it would cost $420 with labor. It is 1999 S80 with 118000 miles.

How can seatbelts be FREE if the car is out of warranty?
