Default 2001 v40 brake clatter

I have replaced the front rotors and pads on my 2001 v40 and am left with an awful clatter on the left side at slow speeds when I apply the brakes. I have taken the pads out and tried 4 times to apply 2 different brake squeal products, both from CRC. One is a spray paint type that creates a thin but very stick layer on the pad backing, the other is a thicker product which I usually use when doing brake jobs. I have never had this problem before and it is driving me nuts. Any ideas as to what else I can try to get these pads seated and quiet

You sure the caliper securing bolts are correctly tightened?
Are the pads seated properly against the rotor faces and the calliper pistons.

The caliper bolts are securely tighten and the pads seem to be seated properly but I would assume the reason for the clatter is an issue with the pads contact with the rotor face as you allude to. It would be nice to know which pad is actually causing the noise, the inner or outer. I am eager to pull it apart again but do not want to do so until I have something to try / check.
