Default Camshaft and transmission solenoid problem(CVVT solenoid problem)

Hello, I have a Volvo v40 , 2002 petrol and I have been trying to test the CVVT solenoid from a car battery (12v). My car rattles and has rough idling as well as failing the emissions test. The engine makes a clicking sound in the cam phaser region only when the solenoid is connected and sometimes when idle it will choke out. When I disconnect the solenoid from the power supply the engine runs smoothly again without the rhythmical clicking/grinding noise. When testing the solenoid with a voltmeter I get a continuity signal and a clicking sound when I attach a 12v power source but there is very limited range of movement upon visual inspection (this is more obvious by unscrewing the nut that holds the solenoid in the casing and rotating the solenoid to expose the underside). Also I measure only 9v from the connector that supplies power to the solenoid in my engine. Anybody know what the correct power to this solenoid should be? Should it be 5v or 12v from the car. Any help greatly appreciated .

I have a similar problem with rough idle. I changed idle control valve. I remembered that I spent $1500 for an oil leak fix. My mechanics changed the camshaft and etc. It still leaked. I changed the CVVT and problem went away.
