Still has no start problems. Bad starter?

Hello everyone, and thank you for your past help and replies.
2004 Volvo V40 1.9 ltr. turbo.
This car just will not start!!
Please read my other posts, and the ones by jgermano. It is the same car.
Someone suggested I check my starter. That maybe it is drawing too many volts that there aren’t enough left for the coils to get the spark hot enough to ignite the fuel. Makes sense, but is this possible? Does this happen? How do I check the volts, amps, and/or ohms on the starter or coils to see if this is what the problem is??
Breifly, the car cranks, but won’t start, especially when cold. On warm days I can get it to start, but only after struggling for 20 or 30 minutes. I have to be careful or it will flood. Once it starts it runs and starts fine all day long. But park it overnight and let the engine cool down, and it’s back to not starting.

on the 1.9Ts there's two common causes for a cold start issue 1) the fuel pressure regulator has a torn diaphram and is allowing pressure to bleed off the fuel rail - out the vacuum line and into the intake. To check, pull the vaccuum line off to see if any fuel drips out. 2) the wire harness connectors to the coil packs crack and arc out leaving a cold spark. Some have had success using RTV etc. When my 2000 S40 gas mileage started to drop off (22 vs its usual 25 mpgs), I replaced both coils, put in four OEM plugs and replaced the wire harness and all was good (and yes I had to replace the FPR prior).
