Volvo v40 1998 Headlights wont turn on
Hey, this is a cross post from the Uk forums. I hope you don't mind. I am a little desperate

My problem is that I cant get the low beams to work (is that the correct english term? )
So to get this as informative as I can I will list the chain of events.
1. My high beam sometimes fell out, and on a few occasions all light went missing. It came back after jerking the light switch some in/out back and forth.
2. Suddenly all light go out except the small parking lights. Also lost light in the instrument panel and power to the seat warmer. This turned out to be a blown fuse (number 6 I believe). When i changed that fuse, the new one went out immediately. I took the light switch apart, and found it to be defect. One connector on the switch was broken, and the little light inside was broken and slightly burned. I went to the junkyard and got a new switch. I got the lights in the instrument panel back, light adjustment and dimmer works, and the seat warmer too. The fuse is no longer blowing. I think part one of my problem was the broken switch.
3. I still don't have headlights though. The High-beam works as long as I hold the lever back, but it wont "lock on" and stay. As soon as I let go it goes out again. This leads me to believe I have power at the connectors, and I also tested this with meter (with no bulb in though).
4. bulbs look fine, and I bought new ones to be sure (H4). same situation.
5. After searching this forum I found a problem many had with the "CEM". Im not entirely sure what this thing does (and I dont think it's named CEM in my Haynes book, since it's in Swedish). I went looking for this box, to see if I could solder the relays again, or see if anything was obviously broken. Problem is I cant find it! Also, if I do find it, I understand I can get a replacement? If so, how do I know if the new part fits my car? Does it need a special serial number?
What I need help with: How to properly search for this error, and how to find the CEM (if that's the problem..) As you can probably tell, I am in way over my head here. But I cant afford to take it to a garage.

I tried, no change. I also checked every fuse in the car now, and switched all the relays that have anything remotely to do with lights with identical working ones. No change. The light bulb warning light is on now, not sure if it was before. But bulbs are fine. :\
This sounds like it may be a short, this is probably in or behind the switch, check the connections and check the wires from the switch too, this is what would normally blow the fuse, also check to make sure no water is getting into the headlights themselves.
