Default 2005 V50 urgent question!

Hi all,
I have a 2005 V50 T5. It needs a new ignition switch (starter control unit), according to my local mechanic. He says it must go to the dealer for repair because they'll need to reprogram the software.
My question is, does it really have to go to the dealer? (I've called three dealers in my area and the cost for this is ranging from $700 to $1,100.)
Is this something a private Volvo repair shop could do? There's one nearby but they're closed for the night ...
I will have to wait til tomorrow to call them, but I'm hoping someone has a quick answer.

There is no programming for the SCU and those prices sound high. I think they are confusing it with the SCL, which does need programming.

What's the problem with the SCU? My old 2006 V50 had a clicking noise every 5 seconds when I put the key in position I. I got it replaced for free in '07 because it was under warranty.
