01 V70 left tail lights not working

01 V70 left tail lights not working
Hi,
Bought this car last night for the kids and noticed the lights (running) were not working in the lower light housing (brake light works). I figured this would be a simple bulb replacement but its not. Swapped out bulbs and bulbs with holders and still not working. I did manage to blow a fuse by trying to replace the lights with the power on so I think therr is power to the assembly.
Would this lead you to believe that I need to replace the tail light housing?
