Keys, Battery, Imobiliser

Help with my fathers 2000 model V70 Classic please
It seems as if the immobiliser isn't disabling, and thus won't start. Problem occured a couple of years back and thought it was sorted, but dealer recomended not carrying both keys in the car at the same time (not always practical!) which seemed to help, but problem has reoccured. Locking and unlocking the car a few times seems to get you going, but is a PITA. Battery on one key was recently replaced, does it need to be 'synced' to the car in some way? (does on my SAAB)
Any thoughts guys?
