If so the solution is to order a new steering column lock from a dealer using your VIN. A new one will be manufactured and your existing key will fit and operate it.
What is an "ignition starter"? The ignition switch that bolts to the steering column lock?

Are you replacing the steering column lock because it won't turn far enough to start the car? If so the only way (unfortunately) to do this is buy one from a Volvo dealer using your VIN - you will be able to use your old key.
You probably don't need a new ignition switch, never have had to replace one (in that year range, older cars many times)
And hopefully you understand you can remove the ignition switch and use a screwdriver to turn on and start the car. (but not really drive-able very far because the windows and other stuff won't work)

Voluparts is in Atlanta where I live - I have known Bill, the owner since 1974. If you ask him he might claim he taught me how to fix cars - and part of that is true. I took his place at a shop back then.
That said Voluparts is a good source of many Volvo parts at a reasonable price.
What Voluparts will do - if you place an order for a steering lock, they will get payment (volvo won't let you return them) and your VIN. Then THEY will order a column lock from Volvo and ship it to you a few days later after they get it from the local dealer.. The dealer they use is the same one I've used for years. Walt and John work there.
A very good thing about Voluparts is they might sell Volvo factory parts at 10% off list price. Many dealers sell for only list or list + So if the shipping is less than 10% of the part you can save a little buying from Voluparts.
And don't buy an ignition switch - you don't need it! ( i've replaced at least 100 steering column locks and 0 ignition switches of that part number, earlier cars did have problems with the accessory position not working)
