Default Tyre noise - tyre recommendation

Hi All,

I have a 99 V70 TDI that I am pretty happy with overall. The only problem is that the noise from the tyres is pretty loud - even taking into account that its a stationcar

It has cheap tyres and 16" rims on it from the previous owner and I'm about to convert back to the original Volvo 15" aluminium rims, allthough they are smaller.

So - I am looking for advice how to reduce the noise level from the tyres. Are there anything else I can do to reduce this noise or is the only determining factor the tyres themselves?

And the follow up question is for tyre recommendations - which makes and models are more silent and still suitable for the V70?

Any input is highly appreciated!
