Default V70 fuel pump troubleshooting question

My car cranks over & won't start. I suspect fuel delivery.

I was under the impression that the fuel pump should get power in 'on'. I see a brief flash of power on my multimeter at the pump when switching the key to 'on', but then nothing. I do get power at the pump when the engine is cranking.

Changed the fuel pump relay, no help.

Can the ECM tell the fuel pump relay to kick off?

Any ideas/suggestions would be greatly appreciated!

That is normally how it is supposed to work.
DO you have fuel pressure at the fuel rail?
