Default V70 horn not working

Hi all, I have a 2000 V70 wagon. The other night someone cut several ignition wires trying to hotwire it. I was able to splice the wires back together and it is running again. However, the horn is no longer working. According to the manual the fuse for the horn is the same one for the windshield washers, and the washers still work. Any ideas on what else to check?

did you check if they snipped any wires to disable the horn? (yes horn/wipers are on fuse 34 ). Check other accessories? Is this a US or Canadian car?

I don't see any more snipped wires, and other accessories are working. This is a US car. Also, the SRS light is on all the time now, so maybe that is related.
