Default ATTN Mechanics: O2 Upstream Sensor and O2B1S1 Data Stream

I am troubleshooting a p0430/p0420 code. I hooked up to an ODBC reader and noticed that I am not getting a reading for the O2B1S1 and O2B3S1 voltage. I do get a reading for O2B1S2 and O2B3S2 within acceptable range. I read that not all vehicle will register the B1S1, so my question is whether I should be getting a voltage reading on the O2B1S1 as well. If so, would that indicate an issue with the wiring. Here are the readings I'm getting.

O2B1S1 = N/A

O2B1S2 = .625

O2B3S1 = N/A

O2B3S2 = .635

Tests Done at IDLE

SHRTFT1 = -.8 to 3.8

LONGFT1 = 3.1 to 7.5

SHRTFT2 = -3.1 to 8.6

Upstream Sensor 1 OHMS = 2.9
Upstream Sensor 2 OHMS = 3.1
