The part is correct. Is does not stretch. It is semi rigid. Another source says the original has to be taken off with a very thin, small, flat screwdriver to pry the ring open and same with putting on the new one. I will try that and see how it works.
My experience so far with Volvo plastic parts is they are very durable and require more force to detach and re-attach than other cars. I was hoping there was easier way and if not, to verify I will not break the part.

That worked. I had to twist/pry the old ring off with the edge of thin screwdriver by inserting it under the outside edge and twisting upwards. It was rather easy once started.
A pair of regular pliers made putting the new one easy as well. I put the tether bracket side on first and then gently pushed down on the ring by hand until I could no longer push and then used the pliers to slip into the ring slot by clamping the ring and the edge of the gas cap.
Took about five minutes. Attached back to the gas cap cover in seconds.
