1998 XC70 ebrake cable
Replacing the rear brakes pads and rotors. The emergency brake shoes were worn out so replacing those as well. Seems like the ebrake cable is stuck - no matterhowtightly I adjustthe emergency brake handle nothing seems to be happening at the rear wheels. Lots of rust at the wheels, by the way. Think the cable is rusted stuck? What do I do? Can I open up the center console and free up the cable by pulling on it or something? Anyone had experience with this?

Working from memory, the e-brake shoes are adjusted first at the wheel by turning the disc until the adjustment hole is over the adjuster screw between the shoes. Adjust the shoes by turning the adjuster upwards until the disc will not move then slacken the adjuster 4 - 6 notches. Do the otherside in the same way. Only then should you need to consider adjusting the lever, which is done by removing the square cover plate in the base of the centre console armrest, giving access to the parking brake lever adjustment screw.
Turn the screw so that full braking effect is reached between 2 and 8 clicks on the ratchet.
