2004 xc70 cooling fan runs constantly

Default 2004 xc70 cooling fan runs constantly

The cooling fan starts within 10 seconds of turning on the ignition (even after sitting all night - engine obviously not hot) and runs continously and loudly. People have said that it sounds like a jet engine. New a/c was recently installed by volvo mech. took to private mech. and they thought it was fan motor & control module. They ordered new and replaced. Just spoke with them - that wasn't the problem -still turning on immediately and loud. They put the old fan motor back in and are now troubleshooting for a cause. Any suggestions, information, solution would be appreciated.

I had, and I still have it hiding somewhere, the same problem. When the car is connected to device, it gives the outer air temperature sensor fault, however the temperature is correctly shown on the inside penal. When the fault is deleted form the error list, it goes back to normal for a week or so, then starts doing the same thing again.
Any solution you might have?
