Default 2006 XC90 stuck in park

I have a 2006 XC90 2.5T AWD. Last winter when it got really cold it would not come out of park until the vehicle warmed up. Looked on line found a solution for cleaning with foaming glass cleaner etc.. and that worked. Fast forward to this winter as soon as it got cold it did the same thing one morning only this time it would not come out of park no matter what I did (warming the car, cleaned again). so I took the console completely apart so I could see what's going on. the ignition key cable seems to be working properly, I can press the white button and move the shifter to neutral and start then drive the car but when I stop and put it back in park it wont shift out. I replaced the break pedal switch and it did not change anything. so I'm thinking interlock solenoid? when I turn the key on and or start the car I can see the solenoid engage but when I put my foot on the break it does not disengage and when I shut the car off and remove the key, after a few seconds I can see the solenoid disengage. I'm 99% sure the new break pedal switch is adjusted correctly. I don't want to spend the money on a new interlock solenoid if that's not really the issue. Any ideas? Also I can stick a small screwdriver down to the solenoid and move the plunger and it seems to move freely so I don't think its dirty and sticking. Thanks for your time.

Default 12v to brake switch

On my 2003 XC90 stuck in park issue found out that the brake switch should have a 12volt supply. Checked the fuse - ok. Checked the voltage getting to the switch and found it to be only 4.7volts. I connected a wire to the switch and to an old cigaret lighter plug. Now when after starting the engine and foot on brake pedal I plug in the 12v cigaret socket and can move out of park. Have not yet found out why low voltage at the brake switch. If anyone knows, would love to be able to solve the problem properly.
