Default Ballasts for Xenon headlights

I have lost both headlights on my 04 XC90 The repair shop says that the ballasts are shot and need to be replaced. I posted earlier and was guided to the fuses. I checked the fuses in the motor compartment as well as the dash board. All were ok. I had power through to the headlight assembly but the headlights wouldn't work. Are there any other suggestions as to what else I can do to check what is wrong? If it is the ballasts, where can I purchase replacements for a decent price. All help would be greatly appreciated at this time.
