Default Issue with Occupant Weight Sensor

Hey everybody. New to the forum and appreciate any help. The issue I am having is that my “passenger airbag off light” turns off with no one in the seat. Should it stay illuminated if there is no one sitting there? If buckle the passenger seat belt with no one in the seat it displays “passenger airbag off” which makes sense because there isn’t enough weight make it go away. The problem I am having, if someone IS sitting in the seat, it still displays “passenger airbag off”. Is the occupant sensor bad? Or do I just need to reset the system?

It is a 2007 XC90 3.2 V6 that I bought used. The car fax didn’t display any accidents for the car, but I know they could have gotten work done to it without reporting it. It does seem like the rear bumper was replaced at some point because the paint on it is different and not as high gloss as the rest of the car.

Any help here is much appreciated.
