Default XC90 Heavy Steering Where to Start?

I'm working on a 2006 XC90. The steering is heavy, all the time, at all speeds and requires more effort than it should. Revving the engine does not change the feel. The fluid was low when I got the car, I added the correct fluid but no change. I understand there was a recall of the pumps (in the UK)? Wondering where I should begin for diagnosis, does it make more sense to change the rack or pump? There is definitely still some assist, just not enough. Thanks

I got a 2006 xc90 2.5 last week at 150K miles, I have the exact same issue. The seller told me steering wheel column might need to be changed.

I followed one of the videos on youtube and used the product seafoam trans tune. Half an hour later, I feel obvious improvement, I may keep using it for a couple of times
