On the topic of bad latches, this has been bad for a while.
The passenger side safety latch that you have to push rearwards before folding down the seat back does not work correctly. Once I needed to do it immediatly, and I got pissed off and used my multi tool saw to cut away the plastic so I could get into the mechanism.
I need to take a screwdriver and use it from the rear as a lever somewhere in there near the base of the vertical bar (the piece that sticks up into the plastic push "button" which has the red indicator that pops up & down). I don't do it often & I always forget exactly how it needs to be done.

Came across this thread today because I was obviously having the same problem. I have a 2001 xc70 wagon. My driver's side was folding down fine but the passenger side seat was stuck and the pull lever was not working. As suggested, I tried to take a closer look at how it worked. No luck. However, right under the headrest is a plastic panel that pulls away easily. Viola! Access to a little pull lever. Tried it on the other side with some wiggling and it came free! I hope your models have the same little access panel.
