As Crito first suggested my problems are being caused by a bad ABS module, not the fuses, but the module itself. I've found a few places on-line that will rebuild the module for $100 or so, apparently there's a common problem with these things. Does anyone know what that common problem is? If you can get one rebuilt for $100 it can't be to intensive...
