Default Exhaust Smoke - PCV/Turbo?

Long time reader, first time poster. I have done a ton of looking around the site and searches on the topic, but wanted to get forum's take on my specific situation. My shop/mechanic is specialize in Saabs and Volvo's but lacks the patients to problem solve the way I need a my 14 year old car to be diagnosed.
The details - 98' V70 AWD. 152k and I have quite a bit of oil consumption and white smoke coming from the tailpipe, specifically from a stop. The smoke will come out of the dipstick if I pull it at idle. Based on what I have read on the forum I think I should do the PCV system. My mechanic said that it could be the sign of a bad turbo. More recently the car has begun to run a bit rough at idle stop in gear. In neutral the car doesn't have a rough idle. The mechanic (who I respect) to my surprise did not recommend doing a compression test.
I'm committed to this car and I want to get it running right. I've put a lot of time and money into the car to make it last and these are the years that I want in return for my diligence.
