Question Starting issues

98 V70 Volvo Starting issues. When temperature is below 35 degrees car will start and immediately quits. Ignition on fuel pressure is 40lbs when it starts fuel goes to 0 lbs. Power to fuel pump initiallly and no power when you try to start. Above 40 degrees everything is fine. I have replaced the MAF, coolant sensor and switched relays did not slove issue.
What controls voltage to fuel pump and is temperature related?

Does the car have a CEL?
