Default Timng belt tensioner

New to the forum. Searched this topic but the only time my question was asked, nobody answered. 2000 V70 Turbo had oil leak behind exhaust cam pulley. Changed the cam seal and the o-ring behind the vvt pulley. Didn't have good instructions for putting it back together so I didn't get it right. Tore into it today but have issues I cant find answers to.

1. The timing belt tensioner seems to be working backwards of what my Haynes Manual and what videos I can find on YouTube are telling me. If I start with the Allen Wrench hole at 10:00 and turn it counter-clockwise as it says, I can put tension on the belt but the indicator does not come up to show how much tension is on it. It stays all the way to the left. If I start at 10:00 and turn it clockwise, the indicator shows tension and seems to work as it should. Am I missing something here? Are some of these things different than others? Or is my tensioner defective? The belt and tensioner, water pump, and idler were all replaced about 40,000 miles ago before I owned the car.

2. Is it necessary to install the crankshaft locator tool to adjust the vvt pulley? I have the crank on tdc and have the cam locking tool in place but am having a real problem getting at the starter to remove it. The plastic tube for the air intake from the intercooler disappears under the intake manifold and I cannot find any good reference anywhere for my particular car as to how to get to it to remove it. I cannot remove the cooling fan with the tube in place and can barely see the starter, let alone get anywhere near it to remove it. I really need to know if I can go ahead with the rest of the timing setup with the crank at TDC or does the crank positioning tool set it somewhere besides TDC?

I'm pretty much dead in the water without good answers to these questions. I would greatly appreciate any and all the help I can get.
