2001 V70 electrical issue please help

2001 V70 electrical issue please help
just happened,
when turning on the ignition, the car doesn't have any dash or panel light on, and couldn't shift to gears either.
when waiting for 20 minutes, then seems like a short electrical connection, and the power to dash and all LED's can come on, car then can go to gears.
when moving, the electrical flickering happens, and head lights, wipers, all will flickers off/on.
any help is appreciated.

yes, the car starts with no issue, but have to wait for 20-30 minutes or when electrical flickering starts to go to any gear.
also, when electrical on/off starts all headlights, wipers, inside lights, all electrical stuff goes on/off.
