Default fuel system open loop due to insufficient engine temp

2004 Volvo V70 2.5T 192000 mi
Love this car but it just developed a problem of not starting below 32° F. It turns over but does not catch. Not the battery or the gas; no catalytic error code.
OBD message is: "Fuel system status open loop due to insufficient engine temperature".
When I started it at 34°, the engine thermometer was buried in cold for five minutes until it suddenly jumped to midrange.

Any ideas?

did you check the resistance of the engine coolant temp sensor? Google for the charts but at 32F the sensor for an 850 is supposed to read 7300 ohms (compared to 2800 at 65F) so that gives you an idea of what to expect.
