Hi, there. My ignition lock on my 01 v70 recently stopped turning. It's stuck in position 0

Steps so far:
1. Ordered new ignition lock keyed to my VIN from Volvo dealer.
2. Removed the ignition lock from column (those shear bolts are fun).
3. I can't complete the last step, removing the shifter cable from the lock.
4. BTW, the relocker cap, spring, pin appears to be missing from my lock, maybe fell out sometime ago, but I'm reading that should not keep key from turning anyway.
5. I freed up the little stamped plate on bottom, but no amount of fiddling with this lock will let me release the shifter cable.

Am I going to have to cut this thing open with my dremel to free up the cylinder to turn to position 1 and free the cable or what? Thanks. -Mike

 

Update: I tried to drill the sides of my broken ignition lock to release the cylinder per locksmith youtube video, but had I no success. This lock is not "pot metal" but a tough alloy of some kind (also it's dangling under dash at this point). Short story: I cut the cable and discarded both lock and cable. Then, I removed the console and removed the remaining cable piece from shifter assembly. A new interlock cable cost me about $60. Done. Hint, if your work produces a SRS Air Bag message (codes), use your VIDA/DICE or other good ODB2 tool to clear the codes. (I used my icarsoft i906).
