I was hoping for a way around that . I don't have the luxury of being able to do that " appartment complex ". Any other way?

Not sure I follow. It isn't hard. You don't have to disconnect the lines. Just remove the belt, remove the 3 screws holding the pump and move it aside enough.

I don't have a way of locking the cams. And I know with my luck I'll knock the timing off. That's why I was hoping to avoid that.
Got to do a theragasket head gasket treatment . Cylinder head is cracked. Need to remove the thermostat to flush it... And there's no good way to do it. Without removing the powersteering pump. I don't want to knock the timing off.

The timing has nothing to do with the power steering pump.

you will need a serpentine (accessory) belt tool - as EST noted, not the same as the timing belt which is under the timing belt cover.
