yes you can repair or replace the bumper cover but it appears there's some additional damage underneath and to the fender that may be keeping the cover from aligning properly. There are products for fixing the cover itself (check with an automotive paint supplier) but you'd need to fix the underlying damage first. My guess is the replacement part can be found new online for $300 (I recently priced one for my wife's Highlander) or you can shop used (car-part.com is a good resource) to also get the associated parts (rears are easier to find used...)
Not sure how much it will cost me to ship items over here (i currently reside in middle east). so i guess ill just try to get an estimate on repairs first and like you said, see if there is any damage under the cover.
parts and labor here are very expensive.
