Default replace or rebuild engine - California registration

Hi!
I have a gorgeous 2003 XC70 2.5L with a blown engine. Being a California registered car, I am being told that rebuilding is the better option due to emissions requirements. Can anyone verify this? I have done tons of web searches on the subject but no info! The CA DMV site does advise rebuilding but doesn't give much of an explanation as to why.

I have found many great used out of state engines for sale. Any idea what it would take to make those EPA compliant?

honestly they only care about the tag under the hood saying CA emissions!
Just for fun i just looked at mine and it's a CA emission car and has always lived in NM from day one!
