Xc70 2003 diesel wont start in wet or cold weather battery issues???

Hi all
I am new to the forum and having issues with my 2003 xc70 automatic.. when the weather is cold like now and very wet the car wont start.
It's been going on about a month,my other half changed all the filters including fuel and it was been working with no issues the last two weeks but today it's started this not starting again.
The central locking works, the lights all come on and nothing dims, as soon as you turn the key it ticks over (makes like a loud ticking noise) just won't fire up. I attach the jump pack, battery today was at 11.4 turned and started first time.. could this be a battery issue and with it being cold its just not got the energy to start ( I am guessing that one) or is it something else??
Any ideas of where we should start rather than just buying a new battery which I've been quoted for a really good one £160 and it still doing this.
The cars in great condition one previous older very careful owner..
