Does your car have an overdrive system. some volvos (like my 91 240) comes with an overdrive. if this is on, it wont shift up to the highest gear. or is this a problem where it takes time to shift up. i know that in cold weather or running the car with a cold tranny, it takes some time for the tranny to heat up and for the tranny fluid to heat up sufficiently to run the trans. smoothly. for example, in my car, on a cold day, it takes usually 3-4 mins of driving to sufficiently warm up the tranny. while it is cold, it will not shift up to 4th. once its warm, it will shift just as smoothly as it would on a warm day. if your trans. takes awhile to shift up, first id check the fluid level and check to make sure it is clean and there is enough. then if the problem continues even when u have driven for awhile, it could be a faulty tranny part, such as the torque converter which i think basically allows the tranny to shift when the torque is enough. if you dont know much about transmissions, go to ur dealer and get them to diagnose the problem. if u have to bug them until they cant refuse you.
