Controls will not respond on 160 CL

Controls will not respond on 160 CL
I have a volvo 160 cl. I flipped the red lockout switch by the seat down while pulling on the left joystick. Now I can crank the machine but no controls will respond. There are no error codes at all and I have checked all fuses and relays in manual. Has anyone had this problem?
