P1800 Horn problem

My horns are the last thing I need to get working. I replaced the horns and verified that the horn relay is closing (forgot to check the output side, but will do so soon). Assuming the output from the relay is a go, any idea why the horns don't work? Mine use the ground as the second terminal. Are the horns terminal specific, i.e. power has to go to a specific side, or is there some trick to wiring them up that isn't obvious in the wiring diagram for P1800s. I noticed that the horns aren't easily activated when hooked up directly to the battery. What am i missing? Early horn problem posts didn't appear to have an answer.

It turns out that replacement horns aren't body grounded. So, you have to use both terminals, with on to ground. Also, these sucker draw a lot of current. So, when I tested the horn without the car running it worked for about half a second and then stopped. However, with the engine running the horn worked great. The battery just can't sustain enough current for a prolonged time.
