Dealer says my Black doesn't need Clearcoat?

Bought some black touchup paint (code 019) and went back to get some clearcoat to top off. Dealer says if you need clearcoat, an extra bottle would have been in the box with my touchup paint? Is this true or BS?

Hi,

If it's black, it does not need a clear coat. Clear coat is only necessary for metallic colours.

Usually they have Clearcoat mixed with the paint.
