Dose anyone have corky parts about there volvos?

When its cold out i have to turn the wheel al the way to the right and honk the horn just to start it... iv looked into it and still have no idea what it is.

Sounds very much like a pro kill switch that requires levers/ switches to be in certian areas to prevent theft by losers who cant afford a car
