headlight swich problem

i have the 2000 volvo v40
when i turn the headlights to zero the parking lights will still stay on in fact if you turn it to zero or parking light it doesn't make a differnce does any1 know what is wrong

Even if the light switch is disconnected completly the parking lights are still staying on.
