No, sometimes they just get stuck. Kinda like they rust on when moisture gets between the wheel and hub. Sit on the ground and kick one side of the tire, try not to knock it off the jack.
I stopped on the side of the highway one day to help a guy with a 325i and he had the same problem. The wheel did not want to come off. We had to beat that thing really hard. Also my 850 T-5R had the same problem with 3 of the 4 wheels.
It helps to have the tires rotated once a year or so, it reduces the chance of this happening.
NOTICE TO ALL NEW CAR OWNERS... CHECK TO MAKE SURE THE WHEELS ARE NOT STUCK ON. TAKE THE TIRES OFF ONE AT A TIME TO MAKE SURE THEY COME OFF.

as a mechanic, i can tell you this is extremely common on all vehicles. get a hefty brass mallet or a dead blow hammer and whack the backside of the wheel- like the lip on the backside of the wheel. don't hit it more than once or twice in the same spot, turn the wheel. then when its off, put anti-seize on the hub.

wheel won't come off
I have three suggestions:
1. Move to a dry climate where rust is not a problem.
2. Buy a 10 lb. hammer and carry it in the trunk.
3. List it on Craigslist...For Sale!
Just kidding on these. But I do like the idea of taking off the lugs and driving it 'till the wheels came off. It's best not to beat on the wheels or brake drums, so try prying the wheel off with a long pry bar.(BUT NOT WHEN IT's ON THE JACK) The best idea is rotate, rotate, rotate! Try shinning up the brake drum, and the back side of the wheel and using spray Teflon when you do get the wheel off. Most of all ...have fun!!
