Default next step

Can someone point in the right direction of what my next step should be. I have a 2002 Volvo s60 that has had an AWD issue since about 25k miles, it was taken in 7 times for the problem and still is not fixed. It is now past the warranty period and now the dealer has identified the problem to the tune of $3200 for the parts. I have called the Volvo customer relations line line and the eventual answer was that "Volvo has declined to participate in the repair", I need some advice on where to go from here.
Mike

if you have records that what the issue was for those seven times, is the same issue now, i would not let up untill they agree to do the repair.
