Strange noise under the hood

Default Strange noise under the hood
Ok, here's my issue; When I start my car cold, or when I come to a stop after driving a while, there is a "spooling" sound under the hood. Kind of like a separate little motor that starts up then winds down. Again, it only happens when the engine is cold, or when I have to come to a stop after driving at least 20 minutes.

It might be the air pump running.

Model and year of the car?
