TPMS - which wheel ?

I have owned a number of volvos over the years, and am very happy with them. The key, as always, is having an excellent, trusted mechanic that charges normal rates, but I am a fan of the car and features in general.
The TPMS systems on both my 2007 V70 and 2012 X/C70 work well, but the factory messaging does not identify "which wheel" is reporting the low pressure, only that one of them has low pressure. My OBDII code reader doesn't help, it doesn't report any TPMS codes. QUESTIONS:
1. Is this because the system itself can't tell which wheel sensor is reporting, or because the dashboard message programming was just not done to include which wheel ? Would love an explanation or a link to how the system actually communicates with the wheel sensors.
2. Is there a (reasonably priced) diagnostic tool available, to test individual wheel sensors ? Both the 2007 and 2012 use 315 MHz sensors. Does the Autel TS401/408 work with Volvos, and will the 400 series do everything that needs to be done ?
