tubes at bottom of radiator 1993 940 turbo

tubes at bottom of radiator 1993 940 turbo
While checking under the car I noted 2 tubes at the bottom of the radiator. The lower one is detached however the car runs smoothly with it detached. What is the purpose of the tube?
