Default White Smoke Issues

Whats up guys.
So I just bought a99 c70
Everything is running pretty good.
The guy that I bought the car did a full motor build.
We installed a 19T in it.
Front mount intercooler.
HKS BOV
Anyways I love the car but the past couple of times that I have started it it will rev from 1000 RPM to about 1200 about 4 times and then shut off.
I turn the key again and it works fine.
I have also been getting a ton of white smoke billowing out of the exhaust for periods of about 10 seconds but not every time i drive the car.
I dont know if this happens more when im at idol or if i can only see it when im standing still or moving slow.
Ive checked the coolant levels bc thats what i first thought when I saw white smoke but they are fine.
The engine temperature is also at regular level constantly.
I am stumped.
Any Help?????

The starting issue might be an Immoblizer issue. Thats about what it sounds like.

2nd answer did you replace all the vent systems parts?
If not something might be clogged causing it to smoke.
