Are all the tail lights supposed to be illuminated when the headlamp switch is in the headlights position? The smaller of the lamps are on but the larger section of lamps only come on when the brakes are pushed. I notice on most cars that the brake light portion of the assembly is usually on but not as bright as when the brakes are being applied.

Welcome. Yes, only the lower rectangle is illuminated while the switch is on. The top triangle lights up when you hit the brakes.
