Default 940 b230f not starting

Timing belt confirmed as being OK (when #1 at TDC crank pulley mark aligns with "0" mark on timing belt cover)
No trouble codes for either fuel or ignition system
a meek effort at starting occurs, never quite making it to "run"
Spark OK at plugs however spark occurs at 0/tdc, should I see an advance when attempting to start?
Starting fluid trick failed to inspire this engine to run
coil resistances are within factory tollerances
Plugs are wet after starting attempts
new plug and coil wires in place
Plugs gapped to specifications
low time on cap/rotor

This problem of failing to start occured gradually over time starting with merely difficult starts to finally no starts whatsoever.

Anyone out there with a suggestion?

Thanks

Mike

Check for injector pulse.
Try unplugging the Mass flow sensor and see if it starts.
Check the fuel pressure Regulator. Pull the vaccum hose off and see if there is gas in it.

No response when Mass Air Flow sensor was disconnected.
Fuel pressure regulator diaphram appears intact

Fuel Injector check-out results

1. Voltage from plug + to ground (intake manifold) during start cycle matches static (non running) battery voltage.
2. Voltage between + & - at the injector plug measured with a fluke 87 series meter with min/max feature activated.
Max voltage seen at the injector plug was 3.72 Volts.

Shouldn't I be seeing a nominal 12V at the injector plug? I am taking a guess here; 3.72V tells me my ground path through either the injector or cold start relays is bad.

What do you think?

Thanks
Mike

You need to find a Niod light and make sure the injectors are pulsing.
