S60 starts and shuts off
From the beginning: I was driving home and it was low on gas and the gas light came on and i filled the tank (I have driven much further with the gas light on than i did this time) then i got home and parked it. About 3 hours later i tried to start it and it ran fine for about 10 seconds then shut off, i thought it was odd and tried again but now it,ll roll over and starts for maybe a second and shuts off, then the next day i tried again and it started fine and ran for about 15 seconds and i figured it was fine and shut it off, then i went to leave about an hour later and now it will constantly roll over but wont ever start and thats where it is now.
The only thing ive done so far is check the valve on the fuel rail for any fuel to come out, not a single drop came out. Also when i turn the car on i can hear a humming so i had assumed that was the fuel pump in working order. I am thinking its a bad PEM...?
The car is a 2005 Volvo s60 with 2.4L N/A 5spd Manual. This is my first volvo so im not very familiar but my dad has about 6 of them so i am getting a few pointers here and there but nothing certain so far.

if you have no fuel pressure at the rail, its likely either a failed fuel pump or the fuel pump relay. You can try replacing the relay or jumpering the spades to see if that energizes the pump and builds pressure at the rail. Note that if your relay is bad, it may be an early warning that the pump is drawing too much current and is about to fail...
