Volvo 1999 - V70 I can not start

New Starter new Ignition Switch , I can start the car only if I jump from Starter Solenoid to the Battery.
Must be relay or something between starting switch and Starter Solenoid do not work.
Somebody know what can be the problem.

The shifter interlock is one place to look for trouble.
